Secret Hospital closure pact does not follow the rules, Council admits
- Council in secret agreement with NHS Trust over Hospital closure.
- Dacorum Council WON’T SAY what is in ‘Memorandum of Understanding’ (MoU) with the NHS.
- The secret pact was ‘drafted but not signed’, probably in 2024.
- Council says it has been ‘working to the principles of the drafted MoU’ in planning the closure of the Hospital and its replacement by a Market Square ‘health centre’
- The MoU is ‘not legally binding’ – but the Council and NHS are following it anyway
- The Council has admitted to a DHAG member that the MoU ‘sits outside the governance structures’ of both the Council and NHS bodies
- WHY ARE COUNCILLORS NOT WILLING TO SAY WHAT IS IN THIS KEY AGREEMENT?
- WHY DOES THE AGREEMENT NOT FOLLOW THE NORMAL RULES GOVERNING THESE PUBLIC BODIES?
- WHY ARE THE HOSPITAL CLOSURE ‘PARTNERS’ FOLLOWING THE MOU WITHOUT SIGNING IT?
